Billboard blinding at night

Sent to National Highways less than a minute later. FixMyStreet ref: 4278126.

The windscreen billboard when travelling Southbound on M32 between J2 and J3 is not set correctly at night. When changing image it goes incredibly bright for a few seconds before dimming to an appropriate brightness. Does National Highways have powers to switch this off or force the landowner to fix the billboard? Surely if someone was pointing a blinding light onto a motorway at night, every night, the police would nab them? Been an issue on both 22 February and 1 March 2023 when I've driven past.
