Road closure with no works on

This road is closed on one side, for the roadworks. Closure is operated by lights. There is no problem with the road surface or path. There is no trace of human or vehicle for the whole day. I pass there 2 times a day and no works are carroed thos week. Poles has been removed for the weekend when traffic was slow, and appeared back on Monday afternoon. This closure slows down the traffic for 25 min and 5 miles just a mile before the clean air zone.
