Litter from J4 onwards westbound

Sent to National Highways less than a minute later. FixMyStreet ref: 4254419.

The M2 westbound and eastbound is severely littered. It has been like that for weeks. It’s a distraction and depressing. The A2 is the same. Medway has become a total dump. I have driven 2000 miles through Europe recently and never experienced anything like that. I appreciate your thoughts on this matter
