Traffic management still on after the deadline risk of accidents

Hello. I was travelling to work this morning about 6am through a27 going to Whiteley Village from Chichester. When I was passing Portsmouth just before Farlington junction where the services are there were a roadworks and Traffic Management were collecting cones. Traffic suddenly slowed down because I think that people wanted to get on towards M27 and that road supposed be opened at this time in the morning. I had to swerve out to the hard shoulder to avoid collision with other vehicle that suddenly stopped unexpectedly. Before I will put a formal complaint in writing can you explain me please why there was still any traffic management on A27 after 6 o’clock in the morning if the advance warning signs say that the hours of work are from 21.00-06.00?
