Why a 40mph speed limit?

There seems to be a 40mph section popped up over night for seemingly no reason and with little warning. Do you enjoy making everyone's commute a misery? So after you get over the chaos that is Ouse bridge you get well into the A63 only to hit another pointlessly slow section to then get into Hull where you hit a 3rd round of slow traffic.

The 40mph speed limit is in place for safety reasons. It has been installed in advance of construction works as we need to attain independent verification that the system complies with the regulations surrounding such works before we can commence with the scheme.
We’ll soon be carrying out essential maintenance on A63 Elloughton footbridge, following damage caused by a vehicle strike. Advance notification of the scheme has been communicated via letter/ social media/ etc. There have also been hard signs in place approaching the location advising of upcoming works since 18 January. Although we completed other maintenance on the bridge last year, we’re now returning to repair impact damage to the concrete edge of the bridge deck; we could not carry out both types of work at the same time. The bridge will remain open to pedestrians although there may be occasions when customers need to be escorted across by our team.
Construction works are due to commence from Mon 6 February, all construction works will take place within a full EB carriageway closure, overnight Mon to Fri, and will continue for approx. 15 weeks until late May. A fully signed diversion, which has been agreed in advance with the police and the local authority, will be in place. Once the carriageway is reopened at the end of each night shift, there will be hazards such as excavations, plant & equipment, arising & material stockpiles, etc directly behind the kerb line. The 40mph speed limit mitigates the consequences of a wayward vehicle leaving the carriageway and impacting one of the hazards.
