Cones on A27 for no reason

Sent to National Highways less than a minute later. FixMyStreet ref: 4173848.

Why are there lanes closed off on the east end west bound carriageway of the A27 in Shoreham by Sea by the Lancing manor roundabout. There is never anyone working on the so called Emergency repair. Nothing blocking the carriageway. No water or ice as it's 8 degrees. And now cones on Grinstead Lane for what reason I have no idea. Plus cones on the A27 before you even get to the roundabout. It's causing absolute carnage on these roads and surrounding areas as people try to find a better route. I would like someone to reply to this as soon as possible and explain why the lanes are closed off.
