Cones and signs not visible due to dirt

I have just travelled from the angel of the north going southbound on the A1 through the roadworks I almost went through the cones on the slip due to how dirty they are and so not being visible the road is very dark as there are no lights on the road signs were also very dirty and not very visible however the cones are extremely hard to see and had no working lamps on them I had this problem after the slip and onto the A1 itself going past the next junction this is going to cause an accident and feels unsafe to drive on
