Streetlights not working for nearly 4 years

About 40 to 50 % of the streetlights on this junction have not worked for nearly 4 years, the last time reported was April last year by myself. Un-lit areas of this junction can be dangerous as foreign trucks sometimes park overnight near the fly over.

I was informed by Ashford Borough Council and Kent County Council and Highways England that you are responsible for the slip roads that lead from Bad Munstereifel Road down to A2070 towards New Romney Marsh. Both slip roads have a huge amount of rubbish on both verges and on the Central reservations. There are times large HGV's also park on these slip roads at night. Its looks disgusting and it's also dangerous in high winds.
