Traffic Signals mode of operation

Reported via desktop in the Traffic lights (NH) category anonymously at 22:47, Mon 23 January 2023

Sent to National Highways less than a minute later. FixMyStreet ref: 4163997.

The traffic signals at M27 Junction 11 no longer appear to be under MOVA control. Previously, they would respond to the last vehicle crossing the stop line and change to the approach with waiting traffic. Now, they appear to be either extending to maximum green, or are using Fixed Time mode, or perhaps some CLF plans that have not been reviewed for a while.
