Add hard shoulder on entire A63

Sent to National Highways less than a minute later. FixMyStreet ref: 4162652.

Vehicles break down everyday with nowhere safe to pull up for recovery forcing them to stop in live traffic and block an active lane causing massive delays. There needs to be 3 lanes or hard shoulder so they can stop safely and still have 2 active lanes for traffic to pass.
