Roadworks causing extreme traffic build-up

Sent to National Highways less than a minute later. FixMyStreet ref: 4148423.

Roadworks underway for a month apparently on this stretch of road however it took over an hour to get through this small section during rush hour. Disappointingly there were only cones forcing a single lane but no roadworks occurring at all! No people, no vans, nothing. Please only put out the cones when its actually needed rather than blocking the road unnecessarily during the day.
