Middle of sign lights out

Sent to National Highways less than a minute later. FixMyStreet ref: 4143178.

The sign should say 10 mile delay to Chichester but the whole middle of the sign the lights are out. Meaning half the words are missing. It's about 1/2 mile before the hangleton interchange coming from the east.
