Intermittent traffic lights

Sent to National Highways less than a minute later. FixMyStreet ref: 4118480.

The junction coming off the A19 going south has a traffic light which works intermittently. When the light is off looking back down Howdon road for traffic before entering the interchange is very difficult. Mirrors are not entirely effective. Could these lights be left in permanent use?. I believe the junction would be easier to navigate and safer as a result.
