Unlocked doorway in motorway fenceline

Sent to National Highways less than a minute later. FixMyStreet ref: 4081255.

A fenceline was installed as a wind/ noise barrier as part of the smart motorways works a few years ago. There is an unlocked access door in the hedge. We (Webbs Garden Centres) are about to install a solar filed on our land adjacent to this fence. Given the high value of the panels we want to have door locked to prevent access to our site from the motorway. is this possible please?
