SMART motorway signage not in use

Reported via desktop in the Sign issue (NH) category anonymously at 20:42, Thu 29 December 2022

Sent to National Highways less than a minute later. FixMyStreet ref: 4067269.

Hi there, are you responsible for the SMART MOTORWAY system? If so, how do I raise a complaint / send feedback? Approaching the exit slip road of M1 southbound J39, a car had broken down today at approx 4:45pm. Hazard lights on. Passengers evacuated (thankfully). The M1 was busy, none of the signage had been activated to warn of a blocked lane or to slow traffic. It was only as cars were trying to get past it (in the active lane) that it was seen. I found myself stuck between hoping the car behind me didn't hit me as I slowed to pass as well as the cars in the next lane beeping as we tried to get pass. The point of smart motorways was I thought that these roads are monitored and safety is a priority. I hope this stranded car wasn't hit as a result of this negligence.
