Large strip of tarmac in the left lane has been disturbed with large chunks now loose

Southbound on the M40 there is a large strip of tarmac in the left lane which has been disturbed with several large boulders of tarmac now spread across the lanes. The strip itself is now serving as a large pothole across the whole left lane.
This is extremely dangerous and causing cars to swerve.
