Lane closure lights

Sent to National Highways less than a minute later. FixMyStreet ref: 4031237.

10:50 this morning- car had broken down but nothing was shown to avoid the inside lane. Very dangerous. I joined the motorway at jct 8/9. Lady was already out the car and walking to the nearest lay-by so she had broken down for some time - so the warnings should have been in place by this time.
