This eastbound lay-by has been closed off for at least 2 years for no apparent reason ,drivers have to take rest breaks by law in some cases.there seems to be no serious defects in this place so why is it closed.highways England vehicles seem to park here on a regular basis doing nothing so why not open it up for us who need to take a break by law .too many places closed for no reason
