Highway Maintenance vehicle driving dangerously

A Highway Maintenance vehicle was seen driving dangerously on the M25 clockwise just before J7. 19:45 on 2nd December.
Vehicle was straddling lanes, speeding up to force other drivers to avoid overtaking, and changing speeds erratically. This happens all too often and it is unacceptable. These vehicles are intended to make the roads safer, not put others in danger. Can provide number plates if necessary.
