Slip road closure - no warning or diversion.

Why does M62 J21 get closed off without any prior warning or diversion information. Every time the junction is closed motorists are sent miles up onto the pennies with no alternative route available because the maintenance staff don’t bother to give any notification on the overhead matrices or signage at J20 where motorists could easily take an alternative route. It’s not like it’s a 2 minute round trip up onto the highest motorway in the country. It’s miles out of our way up and down the pennies when it could easily be avoided. It’s a waste of time and petrol. This has happened so many times now that I feel it is necessary to complain. It’s not a one off and happens systematically. Not impressed at all.
