The pedestrian crossing lights are turning red every 30 seconds or less causing congestion!

A628 Woodhead Road Tintwistle Pedestrian crossing lights reverting to red every 20 seconds Fault known as 'Permanent demand to pedestrians ' Causing very long tailbacks.... Can at least someone go out and cover them up as defective...?
