Further Flooding in recent heavy rain

How can a major motorway be allowed to flood in L1 and L2 due to drainage? The same issue keep cropping up and Highways say it is being resolved or been resolved, but yet again in the space of a week it floods twice in the same spot causing huge tailbacks? It has been an issue during heavy rain for months, in all the time of living in the area I have never seen it flood so consistently due to weather.
