Red X on inside lane of clear section of motorway preventing access to J6 sliproad

The "Smart Motorway" signs were active to deal with a stopped vehicle in Lane 1 about a mile short of J6. The stopped vehicle was already being attended to by a motorway crew. The signs showed that the lane was still closed for several signs past the obstruction before the junction slip road, which was clearly free of obstacles, preventing access to the slip road. I've come accross similar problems in the past: joining the A38M, and seeing that lane 1 was closed, yet free of obstructions, and other lanes open. What should I do on such an occasion? I see similar inaccurate usage of the overhead signs at least weekly, where they don't indicate termination of the problem and restoration of normality, and I urge someone to manage this better, if motorists are expected to embrace this new way of using our highways willingly.
