Overhead live speed warnings inconsistent

Sent to National Highways less than a minute later. FixMyStreet ref: 3905964.

The overhead speed reductions are inconsitent. On the m6, before and after the m56 junction. They read; 40, 40, End, 40, 40, 40, End. This was at 6am, with no traffic on the road, speed reductions were un necessary, and caused confusion with some people ignorning them, making anyone actually doing 40 in a dangerous situation.
