Temporary traffic lights and cones out, causing delays both ways

Sent to National Highways less than a minute later. FixMyStreet ref: 3895574.

Delays today 10 mins each way here today, still showing roadworks and delay on google maps. No explanation as to what roadworks are for, no prior warning. Hants county council know nothing. There is no working going on. Any explanation as to who has set these roadworks out and what for?
