Highways culvert blocked by silt and vegetation

This request comes from Telford & Wrekin Council as the Lead Local Flood Authority in the Borough. We became aware of the flooding issue in February 2020 where 3 houses were flooded internally from flows backing up from the culvert marked on the map. Initially it was thought that the land belonged to the house builders and the LLFA attempted to contact them to rectify the issue, but a conveyance agreement on the title register indicates that the culvert responsibility remains with the secretary of state for transport.
