Collapses and Damaged Drain cover

I have noticed the last two weeks or so there is a drain cover that has collapsed and is damaged. It's on the M5 Junction 1 roundabout. It's on the inner side of the roundabout opposite the entry to the M5 North slip road

This junction continually gets blocked on a weekly basis due to drivers blocking the junction from the A41 into Birmingham where the cars exit onto the northbound M5. Can we please have this yellow box like the red boxes in London where you have a camera issuing fixed penalties. This may stop this issue, it creates traffic chaos every week.
