Concrete obstruction on the road

Sent to National Highways less than a minute later. FixMyStreet ref: 3812815.

Concrete block on carriageway damaged my vehicle. Driving at 22:10 7/9/22 in torrential rain with minimal lighting due to roadworks and i struck the concrete block with my drivers side front wheel as it was blocking the carriageway. I now need a replacement wheel, so i am seeking damage compensation and awaiting damage report from mechanic for any further potential damage risen from the incident.
