Picnic area is in -accurate - as area is often improperly closed

E: - Montford Bridge picnic site. Although this off-road site has been a great help to travellers on the A5, offering safe off-road rest areas and toilet facilities (together with the cafe) in recent months this facility has been frequently closed (by means of locked barriers) during the official opening hours. Ths situation is dangerous, in that motorists are having to reverse back on to the main road when the barriers aere down. In addition, this means that the off road parking and toilet facilities are also unavailable, when they should officiallty be open. I have been informed by cafe staff, that if they don't feel like opening for all, or part of any particular day - they simply don't!!! As this is a public site, are the cafe owners allowed to closed ALL the facilities on a whim !!! This does need to be sorted out, as it is dangerous.
