Average speed cameras

Sent to National Highways less than a minute later. FixMyStreet ref: 3769292.

The speed limit through the roadworks north of Junction 65 is 50mph. However, the first average speed camera is about 200m before the 50mph limit comes into force. Why is that? It's perfectly legal to be doing more than 50mph at that point so your average between the first and second speed cameras could be legitimately above 50mph (even if you keep to the roadwork speed limit) but you could still get a fine.
