Crab Apple Tree - Problem

My property is on the boundary of the A12 and there is a tree on the grass verge of the A12 which overhangs my boundary. This is a crab apple tree and causes no end of problems, 4/5 times a year I have to pay for this tree to be cut back due to the apples constantly falling in my garden.
I have a young toddler and fear that he will be hit by a fallen tree. It is a constant worry. I ask that this tree is removed or cut back substantially to prevent injury. Alternatively I am happy to arrange/pay for this to be done but of course I need permission to do this.
