Temporary traffic lights

There was a considerable hold up through the road works ,when I approached the the lights the permanent lights were covered up, and there were temporary lights that didn't appear to be working, I waited for them to change but nothing happened, there was no signage indicating temporary traffic lights, I was confused as I exspect every one else was, I would have in view of what is going on , road works, this would and should done better, we were travelling to Bognor,
