Gantry signage - clockwise M25 Jct 6

Sent to National Highways less than a minute later. FixMyStreet ref: 3608892.

When travelling clockwise, the gantry sign regularly warns of queue ahead and very often eg last night, there is no queue. I believe that warning of a queue can actually cause a queue when none exists because it causes a lot of braking, and lane changing, the effects of which are well known. I don't know what system is in place to trigger the warning but i believe it needs to be more efficient.
