Overhead signs displaying correct speed limit or faulty speed camera?

Speed camera on m6 southbound just after 10a keeps flashing regardless of speed. Me and a majority of my work colleagues have been flashed today driving our lorrys at 56 in a 60mph zone and on the way back going northbound we have all noticed the camera flashing every vehicle it could going southbound and this has been going on for a couple of days now non stop. Is the problem the camera or the overhead signs?
