Underpass Bollards have been removed

Reporting on behalf of local residents using the underpass, underpass itself has been identified as Highways England. The bollards that used to stop vehicular traffic have been removed from this underpass, there are now motorbikes and other small vehicles using it as a through "road" endangering public usage, video footage has been recorded of 30mph bikes racing through. Can it be advised if the bollard removal is temporary and when they will be reinstated? Or what options are available for the reinstatement for public safety. Underpass connects Sheridan Rd and St Pancras Rd. Thank you

The responsibility for this issue sits with Plymouth Council. We maintain the road above and they're responsible for the underpass.
