Speed signs misleading

Sent to National Highways less than a minute later. FixMyStreet ref: 3579220.

The signs kept saying 'slow down' and then 50, then 60, then 40, then 60, then 50, then national. And to top it off, there isn't even any congestion. As a person who uses this road weekly to commute to and from London, I'm raising this as an issue because of the time added onto the journey, plus the extra concentration needed, not to mention speeding up and slowing down CAUSES congestion. As a long distance driver, it's definitely the most irritating part of the motorway in the UK. If there is a genuine reason for this, I would like a response. Because, ultimately it makes zero sense and it's not the first time it's happened. Thank you, may we never have to speak on this matter again.
