Obscured vision of oncoming traffic for pedestrians

I live on Warrington Road opposite Sandhill Strawberry Farm. The pedestrian/cyclist route to Rainhill village is accessed only one way around the roundabout, and that is walking passed the farm and crossing the roundabout. I do this on a daily basis with my dog. For the last few years the vegetation growing around the perimeter of the farm on the public side, has been neglected and has now encroached the pedestrian and cyclist route, making it dangerous when cyclists are also on the track, as there is room for only either pedestrian or cyclist. Also it is very dangerous crossing the roundabout as the trees and shrubs impede vision of the oncoming traffic, which come round the bend very fast. On numerous occasions this has been very frightening, but this morning I was nearly involved in what would have been a very serious accident. This route has recently become very popular with local residents walking from the village to a recently opened coffee/gift shop. Families walk with children and prams. I have previously contacted the council who say this is not their responsibility. Could you please look into this issue as a matter of urgency before there is a fatal accident.
