Smart motorway signage indicating that workforce were in road, three lanes were closed off and road from Junction 4 to 3 was closed. No diversion route signposted.n

While driving westbound from Fareham to Bournemouth on Saturday 7 May 2022 at approximately 7.45pm, smart motorway signs said that the road was down to one lane and the road under flyover at junction 4 towards Bournemouth was closed and workforce working in road. There were signs for several miles that said speed should be 50mph, 40mph and 20mph. The majority of road users were abiding by the signs, which took us off the M27 but then there were no diversion signs to tell us where to go. So many road users, including myself came back onto the M27 via the slip road, which did not have any signs indicating a road closure. Then at the M3 slip junction (Jct 3), the signs said the road to Bournemouth was closed. So I headed up the M3 and turned off at Chandler's Ford. I then came back onto the M3 southbound and back onto the M27. There was absolutely no workforce in the road (I did not see one person working on the road, or even in place setting anything up) for many miles, and there was no road closed at all. Could you please tell me (a) why the signs indicated there was a workforce in the road when there clearly wasn't; (b) why it said the road was closed when it clearly wasn't; and (c) why the signs were in place for so many miles when there was no need for them to be in place.
