M5 M4 smart motorway no need for 60mph/hard shoulder when traffic is light

Re. the report from 7.30-8pm on 25/26th April on the 60mph section.

I get having the >60mph maximum limit when hard shoulder running is in operation when it is busy but as I said in the original report from this date traffic was very very light in both directions so regardless there was no need for either a 60mph or hard shoulder running when traffic eases which is usually by around 6.30-7pm most of the time. This has been a very frequent occurrence on these stretches for years.

Also please don't instantly close the report when you haven't properly answered the question or leave the issue unresolved. It doesn't give me or anyone any faith or trust in yourselves. Please. Thank you
