Confusing signage and obstructed ERA

Sent to National Highways less than a minute later. FixMyStreet ref: 3474566.
M4 J10 to J11 WB carriageway. 21.04.22 1950hrs temp signs on side of road saying lanes 1to3 closed, nothing on gantry or overhead signs. No sign of any road works, very confusing as drivers moving over to lane 4 unnecessarily. Why are temp signs required if you have fixed signs, perhaps the fixed signs are too far apart? Also 2 NH vehicles parked in ERA near J11 rendering it unavailable for its stated purpose.

The same incident as reported above, j 10 police car cleared the incident and the cars went passed and got up to 70. After a few gantries the signage had white arrows and 50 sign suddenly. Wagons started to go into middle lanes. All three lanes indicating into fourth lane. Sudden next gantry stated three x and 50 camera flashing whilst cars trying to indicate still. Then next thing cars were like the wacky races undertaking at 70 and cars trying to get into fourth lane still. The next gantry had no signage at all and all traffic started changing lanes etc as we approached junction8/9 made it difficult to get back into lanes 1-3. Problematic signage seemed faulty and early as it was 20:10 and workers were not to be seen. It was very dangerous. Thank you. Regards Miss PM
