Fixed 60 mph speed limit road sign on slip road but entering a variable speed section of A14.

I entered the A14 at 60mph as per the fixed speed limit sign only quickly discover that the rest of the traffic on the A14 was under a 40mph speed limit. This resulted in a 20 mph speed differential which made merging in particularly difficult as at that point I wasn't aware of why the other traffic was travelling so slowly.

Not sure how long this has been the case.
