Street lights on sliproad don't work

Sent to National Highways less than a minute later. FixMyStreet ref: 3438433.

The M6 J31A sliproad (southbound) has a sign on it that says the street lights are not operational between midnight and 5am. However, they are never operational even outside these hours.
