Lane closure no work being done

Hi ,This part of A52 is a Major road linking Lincolnshire / north Nottinghamshire ( Newark via A46 / Leicestershire via A46 & pretty much Norfolk to Nottingham city let alone the need to use it to get to M1 .it is as I understand it one of the busiest roads in the UK with hundreds of lorries & thousands of motorist commuting to work & back ,so when one lane of a dual carriageway is taken out because if road cones due to " utilities work " it causes massive traffic jams of which traffic master cameras do not pick up because they are not on a lot if the effected roads .When a digger is in central reservation digging a hole it's obvious for safety reasons to close one lane , however when that digger & the hole is hasn't changed with no one actually working there then being a car driver trying to get to work where it's taking an extra 20 minutes in each direction is unacceptable .Now this building site the digger is obviously there for because priority has been given to that building site at the expense of hundreds of lorries thousands of people trying to get to & from work is not only causing severe delays it only takes one vehicle to break down or have a bump then like today it becomes a different matter all together ,it took me one hour 55 mins to get to work a journey of just over 18 miles ,with fuel being at am all time high it's not acceptable it cost me & indeed other motorists a lot of money in fuel / doctored wages due to being late when everything should be thrown at these roadworks to get the work done so lanes are open again .Note one important factor there are no houses / businesses these roadworks are in the middle of where no on can be disturbed so you should be working 24 hours a day there is no excuse for having lanes closed .
