Last directional arrow to allow drivers to cross into queuing traffic

Suffolk road users are fairly cautious and get into lane early. A14 Jct 38 Eastbound has an arrow in the middle lane right at the point where the inner lane widens into two lanes and becomes the A11. The potential for collision is increased as is the frustration of drivers patiently waiting to come off the A14. Can the road marking not allow the middle lane to serve both outer lane of the A11 and inner lane of the A14 (similar to the new layout at the A14 Jct 31 Westbouund?
