Travelling in the inside lane towards 8/9 at approx. 15:45 today (27/02/22) I almost ran into the rear of a car with a blown tyre travelling extremely slowly.

There were no indications on the matrix signs that the lane was closed. Can you please confirm if the CCTV and associated matrix signs are fully operational on this section of the motorway. If they are not then I suggest that this is an extremely dangerous as shown by my incident. Clearly if this is the case then National Highways have not taken all practicable measures to minimise the risk to road users in this area.
