Traffic lights out of sync

Sent to National Highways less than a minute later. FixMyStreet ref: 3300730.

Since a power cut a few weeks ago the traffic lights now only let 2-3 cars out at a time and this is causing a massive back log of traffic in peak times down avonmouth way
