Litter the whole length of the A12 from the M25 junction to Colchester

I recently travelled north along the length of the A12 from the London M25 junction to Colchester. I was really shocked by the amount of rubbish strewn the whole length of the road, and the south side. If you have travelled along it recently, I am sure you cannot have missed what an absolute disgrace it looks. We do not live in a third world country, but the A12 looks as if it is. It is obviously worse where there are lay-bys but that is because most of the bins are overflowing. Please do something about it, it is TERRIBLE. Although I know there are restraints on finance and staff, I am hoping something can be done about this during the winter months when the litter is easily visible/accessible without greenery and trees in leaf. National Highways are responsible for litter collection on motorways and some trunk roads. Local authorities manage litter collection on the rest of the roads in England.
National Highways are not responsible for Litter on the A12. Under the Environmental Protection Act 1991, responsibility falls to the local authority.
