Thank you for your enquiry to National Highways regarding overgrown vegetation adjacent to Effinch Lane, Barton-Under-Needwood. DE13 8DF.
National Highways is responsible for the trunk road network in England. I can confirm that National Highways does show as holding title to the land in question (SF547625), it was acquired for the A38 Alrewas to Barton Turn Improvements scheme. The plot of land you are interested in was acquired as part of the Side Roads Order for the road scheme. Land acquired as part of a Side Roads Order is acquired to improve the local road network. The local road network is the responsibility of the Local Highway Authority.
Under Section 14 of the Highways Act 1980, land acquired as part of the Side Roads Order transfers over to the local Highway Authority. National Highways holds title to the sub soil, however, maintenance and responsibility for the top two spits (spades depth) are vested to the LHA.
I recommend that you contact Staffordshire County Council’s Highways Department who will be able to deal with your query.
Kind regards Jade Jones
