Collapsed palisade fencing around Downside Channel, also Downside trash screen blocked up and spill way needs clearing out . Network Rail would like to Clarify Highways England/National Highways that Network Rail are not maintaining any of this as the whole area is confirmed to be within the freehold of Highways England and was included in a transfer of land on the 6th January 2016
