Litter the whole length of A3 from Portsmouth to M25 junction at RHS Wisley

When driving up to Wisley today for an afternoon out, (Sunday 23 January 2022) I noticed that the whole length of the A3 north and south and central reservation is full of litter, from car parts to cones, paper, bottles, tins, fast food wrappers etc. Can something be done about it as it looks such an unsightly mess and if left there would accumulate to such an extent I'm sure the road would be blocked.
I noticed when in Wales when the council or highways agency were cutting grass on verges and roundabouts that there was someone behind them picking up litter, which I think is a good idea. I would be happy to volunteer if necessary, health and safety permitting of course!

I received an email saying: "If your email does relate to an issue on the National Highways network, it’ll be passed to the relevant team within National Highways and they will respond to you within a maximum of 10 working days." I haven't heard anything and the A3 is definitely not looked after by local councils.
